Michael Kinninger

Michael Kinninger is a seasoned professional in economic development and business lending with nearly two decades of experience in the field. He has served in a range of roles within the Certified Development Company (CDC) industry, including as Loan Officer and Executive Director of the Ohio Statewide Development Corporation (OSDC), and currently as a Loan Officer with Twin Cities Metro Certified Development Company (TCM).

As Executive Director of OSDC, Michael expanded the organization’s professional staff from four to nine full-time employees. Under his leadership, OSDC implemented major improvements in financial reporting, loan approval processes, and internal controls, ultimately becoming the top SBA 504 lender in Ohio. 

In 2022, Michael relocated to Minnesota to be closer to family and began his current role with TCM. He is passionate about strengthening the CDC industry, is a regular attendee at NADCO conferences, and an active advocate for the 504 program on Capitol Hill. Michael has been an active member of NADCO’s Legislative and PAC Committees since 2021 and was elected to the NADCO Board of Directors in 2025.

Michael holds a Master of Public Administration from The Ohio State University and a Bachelor of Business Administration from Ohio University. He lives in St. Paul, Minnesota, with his wife, Megan, their son, Albie, and their dog, Maynard.
