Thomas Kimsey

U.S. Small Business Administration

Thomas Kimsey, Associate Administrator of the Office of Capital Access for the Small Business Administration, is an executive and entrepreneur who has devoted 30 years to the SBA and USDA guaranteed lending space providing access to capital for small businesses.

Thomas grew up in rural north Georgia surrounded by small family businesses. He worked in his family’s grocery store and spent time in his father’s commercial egg business. He attended a small public high school where he was part of a graduating class of less than 60 students before moving to Atlanta to pursue his college degree. While furthering his education, he began working at a private finance company.

He spent a few years working in private finance, before he took a break to acquire an industrial supply company. His time owning that business provided him with valuable insights to what it’s like owning a small business in America. He then spent the next 28 years in the government guaranteed lending space. He was the Vice President of a local bank for several years where he launched the SBA department, broadening the bank’s ability to serve small business clients. He then became the President and CEO of a private finance company, where he spent 25 years providing finance solutions for small business owners across all 50 states and U.S. territories.

In 2020, Thomas served as President of the National Rural Lenders’ Roundtable. In that position, he advocated and facilitated private-public partnerships, advancing development, innovation, and job creation in rural America, helping drive growth in underserved communities. As the President and CEO of a private finance company, he developed and managed a portfolio of $100 Million+ in USDA and SBA loan production annually. He also served on the Board of Directors for a Certified Development Company.

Thomas has been married to his wife Renee for 31 years and they have 2 children – son – Dillon, and daughter – Taylor. Thomas currently serves as an Elder at his home church.

He earned a Bachelor of Business Administration in Accounting from Georgia State University.

Rhonda D. Pointon
President & CEO

National Association of Development Companies

Rhonda Pointon is the President and Chief Executive Officer of the National Association of Development Companies (NADCO), executing the mission, strategies and objectives of the organization. She joined NADCO in March 2013, serving as Chief Operating Officer and Senior Vice President of Regulatory Affairs and Training, representing industry priorities before the Small Business Administration (SBA), Congress and other federal agencies. Ms. Pointon serves on the Board for NADCO, Development Company Funding Corp and on the Board of Managers for Development Company Finance LLC and Eagle Compliance, LLC. She has over thirty-plus years of experience in commercial banking and small business lending, including extensive expertise in SBA finance programs. Prior to joining NADCO, Ms. Pointon was a member of the executive management team for a Greater Washington D.C. area Regional Bank. She also spent seven years as a Business Development Officer/Lender with Business Finance Group, a Certified Development Company in the Greater Washington D.C. area. Rhonda earned her bachelor’s degree from Virginia Polytechnic Institute and State University and is a graduate of the University of Virginia School of Bank Management.
