The Preston Group prepares CDC’s for compliance with all SBA mandated requirements assessed in the SBA SMART Reviews conducted by OCRM. The Preston Group provides full process and loan review services conducted in the same manner as the SBA conducts their SMART Reviews. Process reviews are conducted on-site evaluating Solvency & Financial Condition, Management and Board Governance, Asset Quality & Servicing, Regulatory Compliance, and Technical Issues and Mission Risk Assessment Framework areas. Loan review of SBA 504 loans may be conducted on-site or remotely.

All personnel are either prior examiners who have worked on behalf of the SBA completing the SBA Risk Based Reviews, previously worked for the FDIC, previously worked as CDC Executive Directors, or have numerous years of lending and/or project management experience. The Preston Group has a thorough knowledge of SBA compliance measures and can support CDC’s by assessing SBA departments, recommending creation or refinement of processes for improvement, and continually assessing portfolio performance through loan review. All consulting work is tailored to meet the goals and objectives of the CDC.
