Elaine Fairman

Economic Development Lending Experience 
Elaine became the Executive Director of BEFCOR in 2012.   An active CDC for 40 years, BEFCOR also became a CDFI in 2021 under her leadership.  During her tenure, the organization has grown from 7 to 22 team members.  She remains active in all areas of 504 lending and is engaged in supporting economic development in non-SBA programs.   

Prior to BEFCOR, Elaine worked with 2 other Carolina CDCs for two decades in numerous capacities.  Working with 3 different CDCs has provided her with opportunities to gain a deep understanding of very small and mid-size organizations.  

Elaine’s SBA 504 program experience spans marketing, financial analysis, loan packaging, closing, servicing, Board relations, compliance, advocacy, and executive management.  During her 35-year career in economic development lending, she has also worked with SBA 7a, EDA, USDA, COVID relief, and micro-lending programs. 

Elaine has been honored to represent the industry by serving 3 terms as a NADCO Board member.  In 5 years on the Executive Committee, she was Secretary (2 years) and is now NADCO’s Treasurer (3 years).  She has volunteered on numerous NADCO committees and projects, served on NADCO panels as presenter and moderator, and represented the industry in advocacy efforts.
