Doug Kinley is President of Small Business Growth Corporation (aka Growth Corp), the former original state-wide CDC in Illinois.  He’s held this title since it was created in 1992.  However, Doug actually began working with small businesses years before that.  As a 1985 graduate of Southern Illinois University, with a degree in finance and accounting, Doug had picked up lots of innovative and, at that time, cutting edge knowledge of spreadsheets (i.e. Lotus 1-2-3).  The downside was that he couldn’t have picked a more challenging economic period to begin a career.  Double digit prime rates and the recession of the 80’s had caused the US economy to be going nowhere fast.  Illinois was certainly no exception.  Doug found himself back in graduate school; seemingly the only safe haven to delay repaying the student loans used to finance his education.  On the other hand, computer skills and knowledge of business and accounting were in demand; at least during the infancy phase of the Small Business Development Centers (SBDC).  Doug spent the next three years working at the SBDC in Carbondale, Illinois, counseling entrepreneurs, developing business plans, creating financial projections, and, ultimately, crafting a software program to simplify and automate the flagship, but emerging, SBA 7(a) loan guaranty program.  


Doug’s skills began to garner attention from the Illinois SBA Officials after he was also credited with helping a small bank in Southern Illinois become one of the first SBA Preferred Lenders in the nation.  These SBA Officials formally introduced him to the then defunct Illinois Small Business Growth Corporation and its handful of struggling SBA 503 loans.  Upon the completion of his MBA in 1988, Doug was given the opportunity to reestablish the financing programs present throughout Illinois.  Amid an economy still struggling to recover, SBA’s tweaking of an existing program to change the funding process and, as a result, the creation of the now famous SBA 504 program, Doug thus began his career by reestablishing, growing, nurturing and staffing a micro CDC.  Nearly 30 years later, surrounded by the top people from all aspects of credit, accounting, business development, closing and portfolio management, Growth Corp is still a lean organization of 30 or so professionals serving the state of Illinois and small parts of neighboring economic areas (when asked), but has evolved into one of the top rated and producing CDC’s in the industry.  Doug’s motto is quite simple:  do what is right, do it well and do it as quickly as possible.


Doug is pleased to offer his time and commitment to our trade association, NADCO, via representation of our region on its Board.  If allowed to serve, he vows to bring our membership transparent communication of the issues facing the industry well in advance of their actual impact.  He will use the role as Region 5 Director to be the voice of Region 5; openly seeking opinion and acting according to the majority as opposed to acting independently.  He fully commits to utilizing the resources, time and talent necessary to fairly represent our region and work to make the Board as transparent as possible.
