New Initiatives for Additional Small Business Support:

Make sure that the next COVID-19 relief bill sent to the President’s desk includes the flexible SBA 504 financing tools we need to do our jobs.

Here is what we need to do:
    1. Send an email to your Representative(s) and Senators with a short message and request:
    • Remind them how businesses owners in their congressional district or state depend on your CDC for support especially in times of economic uncertainty like this;
    • Let them know what you and your staff have been doing to support and/or offer relief to businesses in their congressional district or state coping with the impacts of the pandemic; and
    • Tell them you need their support and commitment – to make sure the next COVID-19 relief bill includes the SBA 504 financing tools you need to continue supporting and sustaining businesses and jobs in the community.
    2. Attach a copy of NADCO's letter sent to the House and Senate Small Business Committee leaders urging them to make sure NADCOs priorities are included in the next stimulus bill. The letter urges Congress to provide CDCs with the tools we need to do our work. In the letter NADCO ask Congress to:
    • Expanded authority to refinance debt with the 504 Loan Program;
    • Eliminate 504 Loan Program fees and ensure reimbursement of waived fees; and
    • Authorize an expedited 504 for business loans of $500,000 or less.
    3. NADCO has compiled email addresses for senior congressional staff –if you need contact information for House of Representatives and Senate staff.

Previous Congressional Asks:

The TOP 4 Concerns - at minimum we need Congress to implement the following immediately:
  • Expanded authority to refinance debt with the 504 Loan Program;
  • Enact the Small Business Debt Relief Act (as included in HR 6312);
  • Eliminate 504 Loan Program fees and ensure reimbursement of waived fees; and
  • Authorize an expedited 504 for business loans of $500,000 or less.
Recommendations:
1. Let your Representative know that you need his/her support to continue the work your CDC is doing to assist and sustain businesses owners in the district impacted by this crisis
2. Ask your Representative to make sure the House stimulus bill includes the SBA 504 program provisions that NADCO has requested:
  • Expanded authority to refinance debt with the 504 Loan Program;
  • Enact the Small Business Debt Relief Act (as included in HR 6312);
  • Eliminate 504 Loan Program fees and ensure reimbursement of waived fees; and
  • Authorize an expedited 504 for business loans of $500,000 or less.
3. Attach a copy of the NADCO letter to Chairwoman Velazquez and Ranking Member Chabot to your email
4. Have your Representative contact their U.S. House Committee on Small Business party leader to register support.
  • If your Representative is a Democrat, ask him/her to contact Chairwoman Velazquez to register support CDCs and make sure the 504 provisions requested by NADCO are included in the stimulus
  • If your Representative is a Republican, ask him/her to contact Ranking Member Chabot to register support CDCs and make sure the 504 provisions requested by NADCO are included in the stimulus
