SBA Administrator hearing with House Small Business Committee NADCO Congressional Update | 26 Feb. 2015 Yesterday, the House Small Business Committee held its annual hearing on the SBA budget request for FY2016. Administrator Contreras-Sweet was the sole witness. The schedule of votes in the House meant that the hearing was much quicker than planned but there were two exchanges of interest to the 504 industry. First, the Administrator emphasized that the lending programs, including 504, are at zero subsidy this year. Second, Chairman Chabot (R-OH-1) highlighted the struggles CDCs and small businesses have with the open-ended indemnities policy SBA instituted. During his opening statement, the Chairmen shared with the Administrator and his colleagues that, “[a]fter more than 60 years in existence, executive direction from the SBA suddenly determines that a more than century-old statute, the Anti-Deficiency Act, applies to the closing of loans without any explanation.” NADCO continues to work daily with Congress and the SBA in an effort to reverse this challenging policy.
