NADCO InstructorsThe following is a listing of the NADCO instructors with a brief description of their backgrounds and experience in the 504 industry.
Scott Davis
Scott DavisScott Davis is President of Mountain West Small Business Finance, Salt Lake City, Utah. Mountain West is the most active statewide CDC in the nation, with more than 1,400 loan approvals to date and a 504 portfolio exceeding $430 million. Scott has been involved for many years in SBA 504 policy-making at the national level, including two years as NADCO President (1991-93). He was instrumental in launching the industry's training courses ten years ago, and continues to play a crucial role in NADCO's 504 course development and presentation. Joseph A. DiVitoJoseph DiVito, General Counsel for GulfCoast CDC since 1989, has substantial experience as a closing attorney for SBA 504 loans. He is a shareholder in the St. Petersburg law firm of DiVito & Higham, P.A., where his practice includes a strong emphasis in real estate transactions, both residential and commercial. Joe holds a law degree from Stetson University College of Law, is a member of the Florida Bar and also is admitted to practice in the state of Ohio. He is admitted to practice before the U.S. Supreme Court, the U.S. District Court for the Middle District of Florida, and the Florida Supreme Court. He is a Designated 504 Closing Attorney, and serves on the subcommittee with Florida SBA District Counsel for the 504 Pilot Loan Closing Program in Florida. Zola FinchZola Finch is Director of Finance Programs for Rural Missouri, Inc., Missouri's statewide CDC with a 504 portfolio in excess of $52 million. Zola has closed RMI's 504 loans for ten of the 15 years she has spent with the CDC. She is certified as an Economic Develoment Finance Professional. Zola served as NADCO's Vice President of Administration from April 1999 to August 2000, Vice President of Congressional Relations from April 2000 to May 2002, Vice President of Technical Issues from May 2002 to May 2003, Chair of the NADCO Board from May 2003 to May 2005. Janice GarlitzJanice E. Garlitz is General Counsel for the National Association of Development Companies (NADCO), Designated 504 Closing Counsel for several CDCs, and lender’s closing counsel for over twenty national and community banks. Jan is President of her own law firm, Janice E. Garlitz, P.C., specializing in commercial law. Jan developed and is the principal instructor for NADCO's 504 Loan Closing, 504 Loan Closing Update, and Legal Aspects of Servicing courses. She wrote and updates the manuals for these courses as well as for the 504 Problem Loans, Workouts and Liquidation course. Jan also developed and taught the New 504 Loan Closing Forms/Use of Loan Agreements and Revised UCC Article 9 courses. Jan holds a J.D. from the University of Virginia, is a member of the bars of the Arizona, District of Columbia, Georgia, Montana, Tennessee and Virginia and their federal and state courts, and has served or chaired on numerous NADCO technical issues committees. Karen HowardKaren Howard, is Executive Director at Enchantment Land CDC, the statewide CDC in New Mexico. Karen's private sector experience includes six years in hotel sales, marketing and management, and over nine years of public sector economic development work for the State of Montana in international tourism and trade, business development and finance. Prior to heading up Enchantment Land, Karen was the Executive Director or Montana Community Finance Corp./CDC for six years. She is a certified Economic Development Finance Professional.
Mary MansfieldMary Mansfield is Vice President at Bay Colony Development Corporation in Waltham, Massachusetts, one of the largest CDCs in the northeast. Mary is responsible for all Bay Colony's loan closings, including handling all changes to Loan Authorizations; reviewing environmental reports, bank closing documents, appraisals, leases and corporate documents; determining eligible project costs; preparing closing documents; conducting closings; and finalizing packages submitted to the SBA District Office. She also manages loan servicing for Bay Colony's portfolio of more than 300 active loans totaling $120 million in debentures.
Mindy MurrayMindy Murray is Senior Loan Officer for Rural Missouri, Inc. with a 504 portfolio in excess of $124 million. Mindy is responsible for the marketing, packaging and underwriting of loans Northeast West, Northeast and Southeast Missouri. Mindy has been working with SBA 504 loans since 1990 and has been involved in the underwriting and packaging of SBA 504 loans since approximately 1993. In addition to her experience with the CDC she has also owned and operated three successful businesses. Richard M. PalankRichard Palank manages Business Development Finance Corporation of St. Louis County, one of the largest CDCs in the Midwest. A founding member of NADCO, Rick has been very active in the association since 1981 and served as NADCO President from 1989 to 1991. He helped develop and taught the very first training course offered by NADCO. Rick developed NADCO's first Loan Servicing course about ten years ago and has been NADCO's principal instructor in servicing. He currently serves as chairman of the 504 Liquidation Pilot Program Committee. Donald PanagrossiDonald Panagrossi joined Connecticut Community Investment Corporation (CCIC) as a loan officer in 1997, however, he now works at Enchantment Land CDC in Albuquerque, NM. Don has 20 years' commercial lending, credit analysis and loan review experience. For nine years he also has served as an instructor for the American Bankers Association's American Institute of Banking. Tim PierceTim Pierce has served as Director of Economic Development for the South Plains Association of Governments, a 15-county council of governments headquartered in Lubbock, TX, since 1985. He is responsible for a housing finance corporation, an EDA development district, an EDA revolving loan fund, and Caprock Business Finance Corp., an ALP and Priority CDC. Tim is a graduate of the Economic Development Institute, and served as Thesis Advisor and Discussion Group Leader for EDI from 1990 through 1996. He obtained his Certified Economic Developer (CED) designation from the American Economic Development Council in 1991. Tim served as President of NADCO from 2001 to 2003, served two terms as NADCO's Vice President for Membership and Training (1998-2000); and as Vice President for Technical Issues from 2000-2001. Ken RosenthalKen Rosenthal has been a Senior Commercial Loan Officer for CDC Small Business Finance Corp. in San Diego, the largest CDC in the country, since 1991. Ken is responsible for business development and marketing for CDC/SBFC's 504 and 7(a) programs and State of California loan programs. Through his efforts, CDC Small Business Finance had an average annual funding of $60 million in 504 and 7(a) projects. Ken served on NADCO's Board of Directors as Region 9 Director from 1995 to 1999. Michael VanchiereMichael Vanchiere is Vice President and Branch Manager for Mountain West Small Business Finance Company's Central Utah office in Provo. Mike himself packages approximately 50 SBA 504 loans and 70 7(a) loans each year. Before joining Mountain West Small Business Finance in 1989, Mike worked for Provo City Economic Development for 6 1/2 years, including serving as Community Development Block Grant Coordinator and Project Manager. Jean WojtowiczJean Wojtowicz is President of Cambridge Capital Management and the Indiana Statewide Certified Development Company. Through Jean's management acumen, Indiana Statewide CDC has grown to one of the largest CDCs in the Midwest. She has served on NADCO's Board of Directors since 1990, including terms as Vice President of Membership and Training, Vice President of Technical Issues and Treasurer. Jean currently serves as NADCO Vice Chair.
