TierPoint, the premier carrier-class and carrier-neutral Data Center services provider in the Inland Northwest, today announced a new $8.2 million "green" data center project, known as TierPoint 3. Funding for the project was secured through debt financing from Bank of America/Merrill Lynch ($4.1 million) and Evergreen Business Capital and the Small Business Administration (SBA) ($3.1 million), in addition to a $1.0 million infusion by TierPoint. Scott Davis

Scott Davis is President of Mountain West Small Business Finance, Salt Lake City, Utah. Mountain West is one of the most active statewide CDCs in the nation, with more than 3,000 loan approvals to date and a 504 portfolio exceeding $536 million. Scott has been involved for many years in SBA 504 policy-making at the national level, including two years as NADCO President (1991-93). He was instrumental in launching the industry's training courses ten years ago, and continues to play a crucial role in NADCO's 504 course development and presentation.


John Evans

John currently serves as the Credit Administrator, Portfolio Manager, and Liquidation Officer for Mountain West Small Business Finance.  He came to MWSBF after twelve years as a commercial loan officer for two Salt Lake area banks.  John became familiar with the SBA 504 program, in 1996, as a bank commercial lender, and could see immediately that it was a real “win-win-win” program for the bank, the borrower, and the SBA.  He became one of the leading SBA 504 bank lenders in the country.  Since coming to MWSBF, he has taken a leading role in managing the MWSBF liquidation efforts and in developing the NADCO Liquidation Course for which he also serves as an instructor.  He has been an active member of the NADCO Servicing and Liquidation Committees.  He also currently serves as the instructor for the NADCO Advanced Credit Analysis course.  John has a strong commitment to increasing credit quality, training, and in appropriately managing troubled loans.   


Zola Finch

Zola Finch is Director of Finance Programs for RMI, Missouri's statewide CDC with a 504 portfolio in excess of $155 million. Zola has closed RMI's 504 loans for ten of the 15 years she has spent with the CDC. She is certified as an Economic Development Finance Professional. Zola served as NADCO's Vice President of Administration from April 1999 to August 2000, Vice President of Congressional Relations from  2000 to 2002, Vice President of Technical Issues from 2002 to 2003, Chair of the NADCO Board from 2003 to 2005 and Region VII Director from 2005 to 2007.


Janice Garlitz

Janice E. Garlitz is General Counsel for NADCO, the Designated 504 Closing Counsel for several CDCs, and lender’s closing counsel for over twenty national and community banks.

Jan is President of her own law firm, Janice E. Garlitz, P.C., specializing in commercial law. Jan developed and is the principal instructor for NADCO's 504 Loan Closing, 504 Loan Closing Update, and Legal Aspects of Servicing courses. She wrote and updates the manuals for these courses as well as for the 504 Problem Loans, Workouts and Liquidation course. Jan also developed and taught the New 504 Loan Closing Forms/Use of Loan Agreements and Revised UCC Article 9 courses.

Jan holds a J.D. from the University of Virginia, is a member of the bars of the Arizona, District of Columbia, Georgia, Montana, Tennessee and Virginia and their federal and state courts, and has served or chaired on numerous NADCO technical issues committees.


Karen Howard

Karen Howard, is Executive Director at Enchantment Land CDC, the statewide CDC in New Mexico. Karen's private sector experience includes six years in hotel sales, marketing and management, and over nine years of public sector economic development work for the State of Montana in international tourism and trade, business development and finance. Prior to heading up Enchantment Land, Karen was the Executive Director or Montana Community Finance Corp./CDC for six years. She is a certified Economic Development Finance Professional.


 Mary Mansfield

Mary Mansfield is Vice President at Bay Colony Development Corporation in Waltham, Massachusetts, one of the largest CDCs in the northeast. Mary is responsible for all Bay Colony's loan closings, including handling all changes to Loan Authorizations; reviewing environmental reports, bank closing documents, appraisals, leases and corporate documents; determining eligible project costs; preparing closing documents; conducting closings; and finalizing packages submitted to the SBA District Office. She also manages loan servicing for Bay Colony's portfolio of more than 300 active loans totaling $140 million in debentures.


 Mindy Murray

Mindy Murray is Senior Loan Officer for RMI. with a 504 portfolio in excess of $155 million. Mindy is responsible for the marketing, packaging and underwriting of loans in Northeast West and Southeast Missouri. Mindy has been working with SBA 504 loans since 1990 and has been involved in the underwriting and packaging of SBA 504 loans since approximately 1993. In addition to her experience with the CDC she has also owned and operated three successful businesses.


Richard M. Palank

Richard Palank manages Business Development Finance Corporation of St. Louis County, one of the largest CDCs in the Midwest. A founding member of NADCO, Rick has been very active in the association since 1981 and served as NADCO President from 1989 to 1991. He helped develop and taught the very first training course offered by NADCO. Rick developed NADCO's first Loan Servicing course about ten years ago and has been NADCO's principal instructor in servicing.


Carmen Lauerman

Carmen Lauerman has worked as a consultant with individual CDCs assisting in all areas of CDC problem loans, workouts and liquidations since 2004.  She retired from SBA in late 2003 with 36 years Federal Government service.  For the last 15 years she was a Liquidation Loan Specialist in the San Francisco District Office specializing in CDC liquidations.  She has worked with NADCO’s Liquidation Committee since 1995 and she also is a member of NADCO’s Servicing Committee.  She consults with NADCO on any matters concerning 504 liquidations.  She also consults with SBA on the upcoming new Liquidation SOP 50 51.  She is has been approved by SBA as an independent contractor to perform liquidation activities for 5 CDCs.  


Ken Rosenthal

Ken Rosenthal has been a Senior Commercial Loan Officer for CDC Small Business Finance Corp. in San Diego, the largest CDC in the country, since 1991. Ken is responsible for business development and marketing for CDC/SBFC's 504 and 7(a) programs and State of California loan programs. Through his efforts, CDC Small Business Finance had an average annual funding of $60 million in 504 and 7(a) projects. Ken served on NADCO's Board of Directors as Region IX Director from 1995 to 1999.


Michael Vanchiere

Mike has been employed with Mountain West Small Business Finance for over 20 years. He serves as a Senior Vice-Pres, Senior Loan Officer and Branch Manager for the Central Utah office. For the past 3 years, Mike’s personal SBA 504 production has average 50 loan per year and $28 million in dollar volume.

He lectures and teaches workshops on Small Business lending programs at the local, state and national levels. Often Mike is called upon to consult with the private and public sector. Mike has been a NADCO instructor for the past 14 years.  Mike holds a Bachelor of Arts degree from Louisiana State University in Political Science and a Master of Public Administration from Brigham Young University.
